BASIC FUNCTION:
Under the direction of the school Principal and in coordination with district programmatic activities through the Assistant Superintendent Educational Services, coordinate activities and operations with the Director of Curriculum and Staff Development; oversee the daily operation of an elementary school library; order, process, store, maintain and circulate a wide variety of library materials, including books, textbooks, audio-visual equipment and software, and related instructional materials; assist in the supervision of students using the library.

MINIMUM QUALIFICATIONS:
EDUCATION:
Two (2) years of college-level coursework.

EXPERIENCE:
Two (2) years of experience performing a wide variety of responsible clerical duties in a library.

PREFERRED QUALIFICATIONS:
EXPERIENCE:
Paid or volunteer experience working with groups of elementary age children in an academic or structured setting.

JOB DUTIES:

  • Prepare and read stories to groups of students as assigned; discuss books with groups of students; introduce children to good literature and encourage reading.   
  • Prepare and deliver instruction to elementary students for the development and use of library skills; reinforce teacher lesson plans by preparing a selection of relevant books and materials; make oral presentations and prepare other learning activities for classes visiting the library.   
  • Assist students and staff with research, class projects, and book selections; explain library policies and procedures as needed; monitor and maintain appropriate student behavior within the library.   
  • Train students in the operation of the on-line computer system, software programs, online applications, and other library-related computer uses.   
  • Train and oversee student and volunteer assistants; develop work schedules, assign and review work.   
  • Perform on-line circulation and related procedures on the computer; operate other office equipment as assigned.   
  • Weed the library of obsolete books and materials based on literary quality, age, and informational content; shelve, mend and discard materials as appropriate; arrange for the repair and/or disposal of library materials.   
  • Select books for purchase that meet state standards and other curriculum requirements by reading book reviews and communicating with teachers, site administrators and librarians.   
  • Prepare and place orders for a wide variety of instructional materials for use in elementary curriculum, including library books, textbooks, and audio-visual materials and software.   
  • Receive, process, catalog and circulate library and related instructional materials; monitor and control materials; record usage and location of curriculum items; level library books as requested.   
  • Receive, process, stamp, and distribute new textbooks and supplementary instructional materials; collect textbooks and materials from teachers and students at year-end.
  • Maintain applicable budgets; maintain inventory of materials.   
  • Collect and account for money from lost or damaged books and texts; maintain related records. 
  • Prepare written reports related to circulation statistics and other usage indicators; maintain library files, including computer on-line card catalogs, shelf lists and others; update materials as needed. 
  • Conduct annual inventory; prepare and maintain a variety of records and reports related to the inventory and distribution of textbooks and other library and media materials.
  • Prepare annual and seasonal library displays and bulletin boards; rearrange and organize books and resources according to standards of the American Library Association; maintain library in a neat and orderly fashion. 
  • Schedule class use of the library and assist in planning special literacy events.
  • Oversee the maintenance and circulation of audio-visual equipment.   
  • Performs related duties as assigned.

Supervision is received from the school Principal.  Work direction may be given to student or volunteer assistants.  No supervision is exercised over other staff.

SELECTION PROCEDURES

ESTABLISHMENT OF ELIGIBILITY LIST: 
This examination process shall be open to all qualified applicants and shall result in one integrated eligibility list. All eligibility lists shall be established in accordance with Personnel Commission rules and shall be established for a period one (1) year, unless otherwise noted, or until there are fewer than three (3) ranks of eligible candidates who are available.  Candidates are placed on the eligibility list in rank order according to their final examination score.  Final examination scores will not change, but ranking may change as other candidates are added or removed from the list. 

ADVANCED STEP PLACEMENT:
Generally, new employees start at the first step on the appointed salary schedule. When filling a permanent vacancy, a new employee may request a higher salary placement based on having training and experience that greatly exceeds the minimum qualifications. An employee may submit a formal request for advanced step consideration on or after the first day of employment. Education transcripts, training certificates, and additional references may be requested for verification purposes.

PREFERENCE POINTS: Seniority credit, based on length of service, is added to the final passing score of permanent employees. ELIGIBILITY LIST: Candidates who pass the examination will be placed in rank order on the eligibility list. Final selection will be made from the top three available ranks only. When a promotional and open eligibility list is established, the promotional list will be used first. Eligibility lists are usually established for one calendar year.

CONDITIONS OF EMPLOYMENT: All potential employees must provide evidence of their identity and authorization to work in the United States before they will be hired. State law requires employees to provide proof that they have had a recent negative tuberculosis test result. All new employees are fingerprinted and conviction records, if any, are checked.

SALARIES, MERIT INCREASES & ADVANCED STEP PLACEMENT: Salaries generally begin on the first step of the appropriate salary range. Permanent employees receive an increase after six months of continuous satisfactory service and equal raises based on merit at subsequent one year intervals for a total of five increases. Relevant experience and/or education in excess of entry requirements may permit employment at other than the first step. If employed at a higher step, salary increases are granted annually until reaching the end of the salary range.

BENEFITS: Permanent employees will receive paid holidays, sick leave, vacation and longevity benefits per bargaining unit contract or Personnel Commission Merit Rules. The District offers a comprehensive package of insurance benefits to full-time employees and their families, which includes major medical and dental. (Permanent employees who work less than full-time, but a minimum of four (4) hours will contribute an amount proportionate to the number of assigned hours for major medical and dental.) Employees belong to the Public Employees' Retirement System to which the District makes contributions approximately equal to those deducted from the employee's pay.
