Advancing Sustainable Safety: National Road Safety Exploration for 2005-2020
The Netherlands' Institute for Road Safety Research has released a report that updates the original sustainable safety vision that was published in Dutch in 1992 and that is credited with making the Netherlands’ roads among the safest in the world. The new report critically examines the sustainable safety vision, which is designed to prevent road crashes from happening, and where this is not feasible, to reduce the incidence of severe injuries whenever possible. As defined in this report, sustainable safety is achieved by a proactive and integral approach and is based on the belief that everyone can have an accident and that safeguards therefore need to be in place to minimize the consequences of such errors. The report provides background and analysis of the sustainable safety vision; explores various types of safety measures, such as those dealing with infrastructure, vehicles, intelligent transport systems, laws and their enforcement, and education; and examines specific problems or target groups such as speed, drink-and-drug driving, young and novice drivers, cyclists and pedestrians, motorized two-wheelers, and heavy goods vehicles. The report concludes with a review of the preconditions necessary for the successful implementation of sustainable safety. These preconditions involve policy implementation, quality assurance, financing measures, and various subjects together called “accompanying policy.”
