SECTION ONE: YOU as a CGSD Graduate Program Applicant

1.1. Introduction

UFS Command and General Staff Development is a special Graduate Program created for those members who want to attain Command Level positions within United Federation Starfleet such as but not limited to:

•Ship and Station Commanding Officers

•Ship and Station Executive Officers

•Joint Chiefs

•Certain Staff positions

•Flag Officers

The Command and General Staff Development Graduate Program (CGSD) is closely supervised by Fleet Admiral Mike Calhoun and the CGSD Board in order to create effective leaders within UFS.

The Board currently consists of the Deputy Commander, United Federation Starfleet; the Chief of Staff, United Federation Starfleet; and the Director of the UFS Command and General Staff Development Graduate Program.

If you wish to attend CGSD, you will need to apply, or you will receive a special invitation. We always look at what you already have accomplished in UFS when assessing your suitability for the program, this includes your Academy record as well as your general behaviour as a member and UF Starfleet Officer. You will also need to have a written recommendation from a Command Level Officer who will as your sponsor throughout the program.

When attending Command and General Staff Development Graduate Program you will receive special training, including stints on various ships of the line as well as at Starfleet Headquarters to gain first hand experience.

1.2. The Application Process

While everyone wants to be in Command and be in the Center Chair, only very few actually have what it takes for such a position. Everyone is free to apply for the Command and General Staff Development Graduate Program, but not everyone will be invited to participate.

In order to apply for CGSD you must have the following credentials:

-UFS member in good standing

-Good Academy record

-minimum rank LT or Marine Captain

-Minimum 1 year service in UFS

-a record of recent active service (not just titles, but demonstrable duties & tasks completed over a period of some months)

-have an up-to-date Service Jacket

-have passed OCTS

-a written recommendation from a Command Level Officer who will act as your sponsor

-an application letter explaining to us why we should approve your attendance to the program

*see Appendix for sample application & recommendation letters

[ Note: Currently appointed Commanding Officers, First Officers, Joint Chiefs, and newly appointed Acting First Officers: see Section 4. Rank Commander and above, see Section 5. ]

To start the process applicants need to find a Command Officer who will act as sponsor and recommend you for the program. Let them know you have the basic requirements and would like to apply for the Command and General Staff Development Graduate Program.  They should write their letter and send it to the CGSD Board at this address: cg.staffdev@ufstarfleet.org

You yourself as a candidate will also need to write a letter as to why you want to attend Command and General Staff Development Graduate Program and be prepared to defend your letter. Include your relevant experience in UFS, other groups, and in RL if wished. Forward your application to the Command and General Staff Development Graduate Program Board at cg.staffdev@ufstarfleet.org

If you begin the application process, it’s expected that you will work to provide the needed information, recommendations, or other details within a reasonable timeframe of 21 days, or at least inform the Director of your status. Failure to follow through on documentation will colour our perception of your ability to be organized and thorough, so stay in touch.

Once all components of the application are received, the CGSD Board will review your application and render its decision within a few days.

APPLICANTS PLEASE NOTE:

Please remember the listed criteria in the CGSD guide are the minimum qualifications to apply.  One year's active service and LT rank are required, and the quality of your application is very important. Additional recommendations, reports on activities or projects, demonstrated commitment to UFS and its programs - the more information you can provide to the Board, the better your chance of being successful with your request to be enrolled.

Once accepted to CGSD, your training will begin. The components of this program will include academic, practical and internship. You will receive a certificate for each level of CGSD Graduate Program that is satisfactorily completed. Please note that you may not be automatically accepted into the following tier. In addition, the Board reserves the right to remove any participant found to be behaving in a manner unfitting for command rank.

You can be proud of being in CGSD Graduate Program and in what you accomplish while participating. It is likely the most demanding training in UFS, but at the end, you will be ready to take on any leadership position in UFS and you will have earned the respect deserving of one who has successfully graduated from this difficult course of training. However, please note that graduation from the CGSD does NOT guarantee you will be appointed to Command positions or receive promotions.

1.3. UFSA College of Command versus the Command and General Staff Development Graduate Program

UF Starfleet Academy has within its curriculum a College of Command which is not to be confused with the Command and General Staff Development Graduate Program. Within the UFSA College of Command there are different schools such as diplomacy and leadership. Thus to avoid confusion it is best to call the CGSD a Command Graduate Program rather than Command School.

While the UFSA College of Command, like any other branch-related college, is accessible by everyone, Command and General Staff Development Graduate Program is far more advanced and has limited enrolment via application only.

The UFSA College of Command offers a broad range of command-related courses while the Command and General Staff Development Graduate Program is more centered around earning the qualifications for leadership within United Federation Starfleet.

1.4. About the CGSD program levels

As you read through this document you will see that each of the three CGSD Levels specifies a period of at least 30 days in that level. This is only the minimum amount of time given in order for you to satisfy the requirements. You may take up to a year to complete one level of the CGSD, as long as you are active in UFS and making regular reports to the CGSD Director. Prolonged absence from CGSD without informing the Director will lead to your expulsion from the program. Be advised, if you ‘drop out’ without notice or contact you may not be allowed back into the program for at least six months.

1.4.1. Entry to Level III “Tertius”

Please note that graduation from Secondus does not automatically qualify you for entry into Tertius. We recommend a 6-month active service between Level II and Level III, at which point we will consider your application for re-entry into CGSD.

1.4.2. “Tracks”

As a participant in the CGSD you may choose your “track”. Those who hope to lead roleplaying ships of the line should choose the metaverse “Roleplayer track”. Those who plan to lead non-roleplaying ships or wish to hold an administrative position or are real life members should choose the non-metaverse “Non-Roleplay/Administrative track”.  Please note it IS possible to combine elements of the two. Please discuss this with the Program director.

1.5 CGSD Weekly reports

During your training you will be required to report to the Director of the CGSD each week with details of your progress. Failure to report may result in your suspension from the program (see 1.4 above).

A note on internships

Participants in the program may be given a credit for the required Internship in one of the CGSD Levels they are to complete, based on their service record. Please note this may only occur once, so, for example, if you enter Level I and are excused from Internship in Primitus based on your administrative service to UFS, you will be required to complete internships in Level II and III.

All internships must be approved by the Director and CGSD board before a participant begins the work. IN ADDITION: it’s preferred if you discuss the possibilities for Internship with the Director BEFORE contacting any Command Officer. CO’s and Joint Chiefs are under no obligation to continually provide internship opportunities and the Director will track openings as much as possible. If an Intern is already with your prospective host you will have to wait for them to complete their internship before you may begin yours.

"Ship of the Line Internships: you may only participate as Yeoman or Second Officer on a ship of the line which is commissioned. Ships of the line on shakedown are not permitted to host internships unless the ship’s CO and XO have passed the CGSD. Please check with the Director.

Obtaining classes

Most of the required classes for the CGSD are available on the Academy Online Portal, however, if you need an in-world Practical or JSM class, you may use this form to request it:

https://docs.google.com/forms/d/e/1FAIpQLSfMN1RT58XlcnZenraaxewz3EZLqLSpC1-0fOeCM0WaQ2uBdw/viewform?c=0&w=1

One last note

If your service record or current job responsibilities and excellence in duty in that regard are assessed as equivalent to one or more levels of CGSD, those levels will be waived with the provision that you will add specific elements from Primitus and/or Secondus to the level in which you enter the Program. You do not receive any award, certificate or ribbon for waived levels.

Example Application for CGSD

Greetings CGSD Board:

I am LGEN MilesPrower Dagger and I am writing this to apply to the UFS Command and General Staff Development Graduate Program. My goal is to take and complete this program and start my own ship in United Federation Starfleet. I have served in UF Starfleet for over six years and have served in a variety of positions including Commandant, UFSA, Deputy Commandant and Commandant, UFSMC, UFS Chief of Staff and Deputy Commander, UFS. Through my years of service in the UFS Academy I have taken on a variety of projects and help almost every position. As a Dean I oversaw the College of Command and Operations which at the time was the largest and most active. With several months of hard work I recruited instructors and had every active class on the schedule at least once a week. As Vice Commandant, UFSA I took on the task of revamping one of the most paperwork and administrative posts with required two admins and three Cadet Company Officers and streamlined and updated it to require only a CCO and Vice Commandant to work effectively. As Commandant I took on the task of updating the College Dean reporting procedures as well as renewing and rearrange some of them to be more effective. In the Marines I was charged to take a completely inactive corp and bring it back to life with great success. I had over two dozen active marines who were online and doing things on a regular basis. I have been told by many it was the most active corp in UFS History. As my service jacket will show I have been highly awarded for my successes. In these posts I have developed leadership abilities and want to put them to work running my own vessel.

Thank You for your time.

To Whom It My Concern:

I am LGEN MilesPrower Dagger and am writing this letter for Lt. Commander Emilie Chardin for admittance into the United Federation Starfleet Command and General Staff Development Graduate Program. While under my command Emilie has cheerfully accepted duties to preform, be active in helping others and provided outstanding results. Emilie lives in a timezone different than the majority of some of the crew and instead of complaining or being inactive she has used this as an opportunity to take on a leadership role. She contacted me and with my permission she started a ‘beta shift’ for missions that the majority of the crew does not attend.  She has recruited four new members through her activity and I have received several messages about how she makes everyone enjoy their time. She has shown an ability to report properly by sending in her mission reports in a timely manner. She also follows the chain of command that is set before he well and has other do it as well. I believe helping to enhance these abilities will make her an even better asset to UFS.

Sample Promotion Recommendation

Greetings. I write today to recommend Commander Genny7 Markus for promotion.

I had the pleasure of meeting Genny in the spring of 2011, when she joined Starfleet Academy on 3rd Rock Grid and subsequently joined my ship of the line, SS Astraios, after graduation. She applied herself diligently to her training and impressed me with her dedication and attitude, so much so that by the time she received her first promotion to LTjg I was pleased to offer her the position of Vice CMO. She received awards for dedication to duty and loyalty to her station and colony in those first months as well.  Soon she was CMO, continuing to perform beyond expectation and well-liked by all.  She progressed well in her training, her example, her roleplay skills, and leadership ability, demonstrating in her conduct every attribute of a Starfleet Officer. In July of 2012, just one year after her graduation, she applied for the position of Executive Officer and I was pleased to appoint her XO. In this position she has done her best to understand and support everything I have asked of her, often going above and beyond the call of duty.

Her dedication to her career, ship and colony continues.  Over the past year she has been given many leadership opportunities and has performed well with these additional responsibilities. In particular, in the last six months she has begun to plan missions and lead missions on a weekly basis, and is therefore instrumental in ensuring her ship of the line continues to be active and thriving. She has begun to teach at Academy and mentor cadets and junior officers as part of her desire to assist UFS in retaining members. In her role of Colony Chief Operations she has provided advice and leadership to officers in that branch, assisting them to understand UFS manuals, requirements for positions, and recommending classes they might take to further their knowledge and assist their careers.

In addition, she is Events Manager for Astraios Colony, in this respect she coordinates with the 3rg events planners and the Colony Commander in planning events for our Colony to raise our profile, foster communication and support from the Grid, and market our colony and ships of the line to potential UFS members. She also attends and hosts/co-hosts almost every event we host on a weekly basis. Her dedication and diligence in this respect is crucial to the longevity of Astraios Colony.

She is applying for C&GSDGP shortly and I know she will apply herself thoroughly to anything that will be asked of her in order to complete that training and prepare herself further for command.

I therefore recommend this excellent officer to you for promotion to the rank of Captain. It is well-deserved.

Sample Award Recommendation

I am writing to recommend Commander Bravin for a Citation for Outstanding Dedication.

Comm Bravin works many hours each week in support of his ship, colony and UFS as a whole.  He is consistently involved in mission planning and execution for SS Astraios, the recording of RP logs, and administrative tasks like distributing mission briefs, the event calendar, taking minutes of our command meetings, and other duties as assigned. He always shows up as promised, conducts himself as befitting a Senior Officer, is available to lead missions or act as XO as required. Although he has been with UFS now for four years his dedication continues as strong as ever, and I can honestly say he has scarcely missed five missions in all the years he's been with us.  I feel he is well deserving of this citation. He truly is extremely hardworking and has a great attitude.
