Position Description

Under general supervision, manages Surface Water Management Projects to protect and restore the physical, chemical and biotic integrity of the water resources; promote ecologically sound land use practices; and foster healthy watershed stewardship. Ensures that  programs are carried out according to project time lines, budgets, and state and Federal policy and regulations.

This position will manage surface water programs and assigned staff.

Examples of Essential Duties

  • Manages and monitors Surface Water Projects through all phases from project concept to completion, according to project time lines, budgets, state and Federal regulations, and Public Works Department (PWD) standards; sets time line and budgets; allocates projects, workload and resources; and coordinates work of project team and outside contractors.
  • Prepares and submits permit applications; develops and implements contracts and agreements with regional agencies; investigates drainage and discharge complaints and hazardous spills and coordinates abatement and enforcement actions.
  • Reviews and approves project designs, technical proposals, documentation, contracts and agreements, project work papers, and reports of project activities; manages environmental assessments, permitting, and acquisition of properties; assures effective communication of issues, and compliance with state and federal policy and regulations.
  • Coordinates the evaluation and resolution of regional surface and storm water issues with City departments and regional agencies; researches grant funding opportunities, assists in administering grants, and coordinates grant applications and contracts.
  • Coordinates with citizens' groups, advisory boards and commissions, and outside agencies; interprets and explains Federal, State, and City water resource policies, procedures, rules and regulations.  
  • Reviews and approves project designs, technical proposals, documentation, contracts and agreements, project work papers, and reports of project activities; manages environmental assessments, permitting, and acquisition of properties; assures effective communication of issues, and compliance with state and Federal policy and regulations.
  • Reviews, approves and negotiates technical plans, fees, schedules and contracts for assigned projects; assures the use of efficient techniques and sound engineering practices to meet standards and objectives.
  • Maintains design and construction documents and records; analyzes and prepares written reports on program activities and performance; develops program and project budgets, work plans, and forecasts.
  • Evaluates and analyzes issues, identifies concerns, and recommends and implements solutions.
  • Assures effective communication of issues and goals between  project teams, contractors and City departments; interprets and explains City policies, procedures, rules and regulations.
  • Supervises assigned staff; assigns tasks and projects, and evaluates performance; develops staff skills and coordinates training; meets with staff to discuss and resolve project and technical issues; prioritizes work assignments, monitors results, reviews staff reports, and assures that all project and service issues are addressed and resolved.
  • Supports the relationship between the City of Bothell and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; enthusiastically promotes the City goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.

Minimum Qualifications

Education, Training and Experience Guidelines

Bachelor’s Degree in Civil Engineering or related field; AND seven years of professional civil engineering experience, including capital improvement project management and supervisory experience; OR an equivalent combination of education, training and experience.

Knowledge of:

  • City organization, operations, policies and procedures.
  • Civil engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for civil engineering and infrastructure improvement projects.
  • Principles of design, construction and maintenance of public works projects, including conceptual design, project scoping, engineering design, environmental assessment, and right-of-way.
  • Federal and state codes and regulations governing civil engineering and public works projects.
  • Fundamentals of civil engineering, advanced mathematics and physics.
  • Methods and techniques of field inspection of public works construction projects.
  • Principles and practices of contract and budget management.
  • Principles and practices of government project management and methods of evaluating construction contract compliance.
  • Principles of record keeping and records management.

Skill in:

  • Interpreting and applying engineering and safety standards, complex variables, state and Federal regulations, PWD standards, and City codes and policies.
  • Managing and coordinating the planning, design, and construction of public works projects.
  • Inspecting, testing, investigating and analyzing water and environmental resource issues.
  • Analyzing technical issues, evaluating alternatives, and making recommendations based on findings.
  • Identifying and resolving operational, procedural, and contractual problems and issues.
  • Reading and evaluating blueprints and technical schematics, collecting and analyzing data, and performing mathematical and statistical calculations.
  • Analyzing and evaluating technical engineering data and construction documentation.
  • Applying engineering theory and skills to solve PWD project issues and problems.
  • Establishing and maintaining effective working relationships with co-workers, contractors, public officials, and representatives from other local, state, and Federal agencies.
  • Operating a personal computer utilizing specialized engineering software.
  • Coordinating the work of staff and assessing and prioritizing multiple tasks, projects and demands.
  • Communicating effectively verbally and in writing.


LICENSE AND CERTIFICATION REQUIREMENTS
A valid Washington State Driver’s License is required.  Must meet qualifications for registration as a Professional Engineer with Washington State Board of Registration; or by the technical board of another state, with the ability to obtain Washington Registration within one year of employment.
