As you know, this last winter was particularly rough, which caused several problems relative to frozen water pipes, snow removal, and potholes. My office continues to work closely with the Department of Water Management to expedite water pipe repairs, Streets and Sanitation to remove snow and clean debris left behind, and the Department of Transportation to address the large number of potholes.

Sometimes it seems like its never going to stop snowing, but rest assured, spring is coming and with it, comes new opportunities, initiatives, and projects. I want to highlight the Third Ward Spring Clean and Green Event on April 26th. This is a fantastic opportunity to get together with your friends and neighbors to make a noticeable difference in your community. Streets and Sanitation is ready to provide your group with the tools you need to clean vacant lots and public areas. If you have a group who would like to participate, please have them contact Robert Elchert at the Third Ward Office at (773) 373-9273 or [email protected] before April 18th.

The long winter also caused electric and gas bills to skyrocket for many of our constituents. Please see the information below about a Utility Resource Fair on April 5th. Finally, do not forget to move your cars as necessary because it is street sweeping season (see below for details).

I hope everyone has a great start to the spring season and that we can all get out there and enjoy our beautiful parks, new bike lanes, and other places for outdoor recreation.

2014 Street Sweeping Schedule 

The Department of Streets and Sanitation launched an aggressive spring cleaning plan this week as debris remains along streets and curb lanes following the historic winter.  The Department is utilizing street sweeping equipment and crews to clear winter debris and litter from streets and curbs along main thoroughfares. Crews are cleaning and picking up litter and other objects along curb lanes, while street sweeping equipment is focusing on cleaning main streets.

 

Street Sweepers will begin cleaning all main streets and neighborhood streets on Tuesday, April 1 with the launch of the annual Street Sweeping season.  To ensure curb-to-curb street cleaning, temporary parking restrictions are posted the day before sweeping is scheduled to begin on any street.  Some arterial streets have permanently posted signs that specify a once-per-week period when parking is prohibited for street sweeping.   

 

During the 2013 sweeping season, the Department increased the city miles swept from 243, 841 lane miles in 2012 to 267,399 lane miles in 2013, an increase of over 23,000 lane miles.  The increased efficiencies in 2013 street sweeping are directly connected to improved manpower allocations across the Department.

 

Persons needing more than one day notice of street cleaning should contact their local ward sanitation office. Street sweeping requests should be made to city's request line at 3-1-1 or click here to make your request.

Interior Minor Rehab Project at Fuller Park

Named after Melville Fuller who was a Supreme Court Justice from 1888 to 1910, Fuller Park located ar 331 W. 45th St., was constructed in 1911. Landscape architects the Olmstead Brothers worked towards creating a public space that accented visual assets while minimizing the visibility of things like the raised railroad tracks.  Edward Bennett of D.H. Burnham and Co. designed the Fuller Park Fieldhouse, which with its symmetrical design. was the first of its kind. Renowned Muralist John Warner Norton painted the original murals inside the fieldhouse.  

 

Alderman Dowell worked with the Chicago Park District and Fuller Park Supervisor Michael Brown to bring this rehab project to Fuller Park. The scope of work  includes, but is not limited to repairs and upgrades to the fitness center closet, drinking fountains, the raceway in the front lobby, pipe insulation, floors, walls, ceilings, elevator, exhaust fans, windows, lockers, baseboards, tile in the dance room, the kitchenette area, and doors. Additionally, walls will be plastered and painted where necessary and graffiti will be removed. The project is expected to take 3-6 weeks.  

  

Third Ward Calls for Service 

According to 311 City Services, 497 calls were made to 311 from the Third Ward, which generated 1083 city service requests in January, 2014. These figures do not include calls made to 911, from cell phones, or requests made directly from Alderman Dowell's office, which means the numbers are likely significantly higher.

New 9th District Commander
Leo Panepinto
Recently appointed 9th District Commander Leo Panepinto brings over 25 years of policing experience to his new position. Having joined the Chicago Police Department in 1986, Commander Panepinto has worked in the 2nd, 10th, 11th, 12th, 17th, and 19th Districts as well as the CPD's Narcotics Investigation Section, Vice Control Section, the Deployment Operations Center, and the Superintendent's Office. He became Captain of the 9th District in January, 2013 and as of March, 2014 is the Commander of the 9th District. Alderman Dowell and her office look forward to working with Commander Panepinto in regards to the safety and security of the Third Ward.

Alderman Dowell's Opening Remarks 
On March 14th, 2014, Alderman Dowell hosted another Principal's Breakfast Meeting. These meetings provide an opportunity for schools to connect with services and have their concerns heard by Alderman Dowell and representatives from Chicago Public Schools.
Network 9 Chief Harrison Peters, Family and Community Engagement managers Mike McGehee and Carl Hurdlik were on hand from CPS to hear about challenges our schools are facing and discuss CPS' parent engagement strategies.

Short presentations were given by YouMedia, Intonation Music Workshop, the Girl Scouts. the B.I.G. Baseball Academy, Shimer College, the Hall Branch Library, Sacred Keepers, and the Bronzeville Community Action Council.
All of these programs provide recreational, academic, and/or social services to youth in the area. The meeting was very well attended and everyone was treated to a delicious buffet at Pearl's Place (3901 S. Indiana).

Very special thanks to all of the organizations who attended and to Pearl's Place for the excellent service and hospitality.

Development on 43rd Street Townhall Meeting
On March 26th, Alderman Dowell hosted a Town Hall Meeting at Legends South (4448 S. State St.). The meeting was held to provide information to residents and gather their input regarding proposed developments near the 43rd Street Green Line Station.

Representatives from the Chicago Park District discussed a number of proposals for the expansion of Buckthorn Playlot Park, which is currently located at
4345 S. Calumet. The completed park would be named in memory of Hadiya Pendleton whose 2013 shooting death garnered national attention to gun violence in Chicago. Additionally, expansion proposals included plans for a dog friendly area and a walking track with fitness stations.

The Department of Planning and Development gave a presentation on proposals for six vacant lots along 43rd Street. By capitalizing on the nearby El station and other community assets, the proposals are designed to create an economic engine for the surrounding area. Complimentary to these developments is the rehabilitation of the historic Forum building at 318-328 E. 43rd St. Bernard Loyd from Urban Juncture discussed the status and progress of this project. Finally, Third Ward community member Don Krause from Midwest Consultants discussed franchising opportunities for local entrepreneurs.

The meeting was well-attended and a lot of thoughtful input is now being considered as the proposals move forward. Alderman Dowell is committed to holding more community meetings as the Requests for Proposals are submitted for the vacant lots on 43rd Street and the plans for Buckthorn Park become more solidified.

Police Review Community Meetings
During 2014, the Independent Police Review Authority (IPRA) intends to reconnect to their many partners in the community and establish new relationships with others. IPRA will continue to work with the community because ensuring transparency is just as important as maintaining fair, thorough, and timely investigations. To inform the public on IPRA's role and process and address issues raised by the public, IPRA will begin hosting monthly community meetings (typically the first Thursday of every month) beginning in April. Utility Assistance Fair
Record-breaking sub-zero temperatures this winter caused Peoples Gas customers to use about 26 percent more natural gas than they did last year. This increase in demand, coupled with higher natural gas prices, may have resulted in customers seeing higher gas bills this winter. People Gas is urging its customers to attend the upcoming Resource Fair where representatives from Peoples Gas, CEDA (Community Economic Development Association) and ComEd, along with a number of city, state and human services agencies, will be on site to provide information on energy assistance programs and resources that are available to assist residents.

Customers should bring the following documents with them if applying for a LIHEAP grant:

  • Proof of gross income from all household members for the 30-day period prior to the application date.
  • Copy of most recent utility bill   
  • Proof of Social Security Numbers of all household members   
  • A Medical Eligibility Card for any household member receiving TANF; and
  • Their rental agreement, in cases where utilities are included in the rent

18th Street Connector Community Meeting
Alderman Pat Dowell will be hosting a meeting on the structure repair and painting of the Chicago Transit Authority's 18th Street Connector that connects the Red and Orange Lines to the loop.  The project will include waterproofing the tracks to prevent leakage, painting support beams, and the rehabilitation of CTA Orange Line elevated tracks between Clark and State Streets. The total cost of the project is $25 million.

Third Ward Clean and Green

For more than two decades Chicagoans like yourself have teamed up with community groups and the City of Chicago to help beautify your communities by cleaning up and recycling accumulated litter & trash. All you have to do is sign up and join us at a location close to you that could really use a good cleaning. The City will work with you and your community organization to provide use on that day of all the brooms, rakes, shovels and bags needed to get the job done.

Community groups in your area can make an immediate difference in your neighborhood by volunteering your time and efforts to take part in the Third Ward Spring Clean & Green Day. 4 Men Only Health and Wellness Fair
The Cook County Health and Hospitals System presents 4 Men Only: Health and Wellness Fair. Participants include: Illinois Eye Institute, Alpha Phi Alpha Fraternity, Kappa Alpha Psi Fraternity, the City Colleges of Chicago, and County Care representatives. Free eye, blood pressure, and fibromyalgia screenings and HIV rapid testing will be available. Lab work will be offered for cholesterol, diabetes, and prostate cancer (men over 40). Rock-N-Pop Summer Camps
Sign up for IMW's Rock-N-Pop Summer Camp and learn what it takes to become a rockstar! In this 2-week intensive music camp, students will explore the instruments used in rock and pop music, form their own band, and prepare songs to perform for the community. Daily activities will include small group lessons, full band practice,
workshops on special music topics, art projects, and more!

Registration is open to new and returning students on a first-come first-served basis.
Tuition is FREE with a $25 registration fee that is fully refundable once a student has successfully completed the session. Rock-N-Pop Camps have been generously funded by a grant allowing us to offer this unique experience to students at no cost. Lunch and Snacks provided daily.

Nature-Based Professional Development Course
This course provides an interesting way to earn professional development credits by exploring the impact the natural environment has on mental and physical health and how nature-based initiatives can be used in clinical and educational settings. The class will feature guest speakers from the Third Ward who will share their experiences. Each session will be an insightful group discussion based off of Richard Louv's "Last Child in the Woods" and current events. There will also be opportunities to visit examples within the immediate community.

As part of the University of Chicago Graham School's Civic Knowledge Project, the course will be Wednesday evenings from 6:30 to 8:30pm, from April 23rd to May 28th. Click here to learn more or to register.

Mary Crane Center Early Head Start Home Visitor Program
The Mary Crane Center has over 100 years of early childhood education experience. They now offer a home-based Early Head Start Program where a qualified home visitor will conduct weekly 90-minute sessions with young children and their families. Home Visitors provide literacy activities, socializations, nutritional snacks, educational support, and connections to other social service agencies. Additionally, they provide resources for parents. Storm season is coming and ComEd wants residents to be able to access up-to-date information on the repairs and restoration of electricity. Eden Place Nature Center and Farms
You may have noticed a change in the Eden Place grounds at 43rd Place and Shields. They will break ground on their new building at the north end of the property this spring/summer and have many projects in store, including a brand new wetland and prairie. We have also opened a new location for our Eden Place Farms urban agriculture program at 4911 S. Shields.  We are now accepting registration and/or applications for the following programs:

Youth Summer Camp -- Garden-based summer camp for kids ages 5-12; Six Weeks, M-F, 9am - 3pm, starting 6/30/14. Cost is $80 per week and need-based scholarships available.  Daily activities include physical fitness, gardening, games, arts and crafts, weekly field trips, and more!

Leaders in Training Program -- Sixth annual FREE summer enrichment and internship program for teens entering grades 9-12.  Training begins in June with job skills workshops.  Civic engagement program runs six weeks, M-Sat (hours vary), starting 6/30/14.  Program focuses on entrepreneurship, conservation, urban agriculture, leadership development and outdoor recreation and includes field trips and job training. Urban Farmer Trainer Program
-- Eden Place is training the next generation of America's urban farmers.  Local food is in high demand and will be the next green job available for many inner city residents.  Applicants must be ages 18 and up.  If you would like to learn how to grow food and have a job, call now.  Classes and work start soon!

Save the Date! Eden Place Farmers Markets -- The Eden Place Farmers Markets will take place every Saturday this summer at 43rd Street and Wells from 8am - 2pm.  Market Kick-Off is Saturday, May 31st!

School Repurposing Community Input Website 
Chicago Public Schools (CPS) launched a website that will allow members of the community to submit and review proposals for the repurposing of former school sites. The website, found at cps.edu/repurposingourbuildings, is an important first step in the implementation of the plan outlined by the Advisory Committee for School Repurposing and Community Development in its February 2014 report on property reuse recommendations.

The School Repurposing and Community Development website hosts a comprehensive list of former school sites in need of repurposing. The website maps out all available properties and includes photographs as well as physical and financial information about each site. After the community preference for reuse has been established, interested parties will be able to submit formal redevelopment proposals through the website. A summary of submitted proposals will be posted on the site for public review.

 

CPS will be working with aldermen to facilitate the determination of community reuse preferences and to communicate the process for making proposals. The aldermanic community meetings will provide an additional forum for Chicago residents to contribute to repurposing efforts with the goal that each property is redeveloped in an appropriate manner for its surrounding community.


As part of the effort, CPS will appoint an advisory review and evaluation committee to support the repurposing process and provide analysis of qualifying proposals. The committee will be composed of six individuals who have relevant and diverse expertise in real estate, development, social services, finance and lending.

The vacant school buildings in the Third Ward are Overton Elementary School (4935 S. Indiana) and Parkman Elementary School (245 W. 51st St.).  
In Memoriam
Dorothy McGhee
It is with heavy hearts that we announce the home going of Ms. Dorothy McGhee who passed on March 25, 2014. Ms. McGhee was a devoted mother and a very active community member, particularly in regards to improving education for area students. She was an active member of Grand Boulevard Federations' Peer Parent Education Network as well as the Bronzeville Community Action Council (BCAC). She was particularly active in the BCAC's Parent Engagement Committee. Additionally, Ms. McGhee was one of the founding members of the 46th/Vincennes Block Club Community Garden at 427 E. 46th St., which has become a great example of what a community garden can be. Ms. McGhee also worked closely with Alderman Dowell's office on a number of other community-related issues.

Because of her commitment to her community and helping others, Ms. McGhee leaves behind countless friends. Rest in peace Dorothy, your physical presence will be greatly missed, but your spirit lives on through the lives you have touched and the beautiful garden at 46th/Vincennes.

Otha Jones
Mr. Jones worked closely with Alderman Dowell's office on a number of issues. Specifically, he was active in helping other senior citizens in his community. He has won numerous awards for his community service including a 2010 induction into the City of Chicago's prestigious Senior Citizen Hall of Fame for which he was nominated by Alderman Dowell. Mr. Jones leaves us with a legacy of service to others that will continue through the people he has helped and through his five children, 13 grandchildren, and eight great grandchildren.
