Seven care home workers charged over ill-treatment of vulnerable adults

Suspects face magistrates over allegations involving three care homes in north and south Devon

Seven care workers have been charged following an investigation into the ill-treatment of vulnerable adults with a learning disability in residential homes.

They were arrested in 2013, as part of Operation Baddeck – which examined allegations surrounding the treatment of 11 residents at three care homes in Devon between January 2010 and 31 December 2011.

Paul Hewitt, 68, Russell Hewitt, 40, and Emma Turner, 27, all from Teignmouth, Victoria Cobbett, 25, and Timothy Stevens, 43, both from Bideford, and Rachel Marshall, 29, and Jolyon Marshall, 39, both from South Molton, have been charged with conspiracy to falsely imprison and conspiracy to ill-treat vulnerable adults. They were bailed to appear at Exeter magistrates’ court on 28 October.

The three care homes – Veilstone, Gatooma, and Teignmead – were based in north and south Devon. They were run by Atlas Project Team Ltd, a now defunct company.

The residents, understood to have moderate to severe learning disabilities, were moved to new homes in November 2011.
