Consistent with the section priority themes, our panel offers a comparative overview of policies towards Latin Americans residing outside of their country of origin and engages with questions of inclusion/exclusion. Which groups are targeted by “diaspora engagement” policies? How do these policies change conceptions of who is a citizen and the rights/responsibilities this carries beyond borders? Each case not only illustrates how states redefine the symbolic borders of the nation, but also explores policy implications for the definition of sovereignty, citizenship, belonging
and identity. Overall, the cases cover the most relevant sub-regions: Central America, the Andes, and the Southern Cone.
