Charges filed in deadly hit-and-run

Officers said that days after the accident, Torres contacted investigators and said he was the driver who struck the bicyclist. Torres was arrested without incident and then charged.

Police said Torres was driving along the 700 block of Link Road in the late-night hours Sept. 27 when he hit Jose Benjamin Mendez-Manzano, 63.

Arrest made in hit-and-run incident that left bicyclist dead

According to Houston police, Eduardo Luna Torres, 30, has been charged with failure to stop and render aid involving death in connection with an incident Saturday night that left bicyclist Jose Benjamin Mendez-Manzano, 63, dead.
Mendez-Manzano was riding a bicycle on Link Road when Torres ran into him and left the scene, at about 11:15pm. Mendez-Manzano was officially pronounced dead after being transported to Memorial Hermann Northwest Hospital.
