It is hard to believe that summer is already winding down. Even so, there are still a lot of great events to enjoy in the month of August that celebrate our students and our communities.

I am excited about my 8th Annual Back to School Extravaganza on August 16th at Fuller Park (see below). Of course, I will be at the 85th Annual Bud Billiken Day Parade and Picnic on August 9th. I look forward to these events every year as they are always filled with family-oriented fun, resources, and information that help our students get back to school on the right foot.

Additionally, the Bash on Wabash, Bronzeville Nights, and the African Festival of the Arts are August events that celebrate the great culture, history, and resources in our Third Ward communities. The National Night Out events also provide great opportunities for outdoor fun while promoting unity on the community.

As families and schools prepare for the upcoming school year, I am committed to ensuring these students have safe passage and other resources they need. Issues related to vacant buildings, illegal activity, broken sidewalks, and overgrown and dirty vacant lots that are near schools are a top priority. We must be vigilant in our handling of these issues, so I ask that you do your part by reporting these issues to my office and if necessary, to the local police. In the "Important Announcements" section of this newsletter, you will find multiple extra-curricular resources for our youth that can provide safe, recreational, and educational options for students.

We are still in construction season and there are still several ongoing projects to improve public transportation, sewer and water service, and other infrastructure improvements. It is great to know that by the end of the summer, the Third Ward will have significantly better services to residents throughout the area. I believe it is vital to garner community input on development projects. I am hosting a Community Meeting regarding parking, traffic, and safety issues relative to the construction of the McCormick Place Event Center and Hotel on August 19th (see below). Additionally, I am hosting a Third Ward Town Hall Meeting on August 20th regarding other upcoming proposals and initiatives (see below).

Sewer and Water Main Improvement Projects
When working on a sewer or water main project, the Department of Water Management (DWM) will allow traffic to flow on the streets where they are working outside of their working hours. When they are working in the street, they have to close it to traffic for reasons of safety.

You will always be able to reach your home or business, even if it means putting a metal plate in place. Outside of working hours, a lane will be left open for local traffic only. DWM will post their work area for "No Parking" as needed, during work hours (7am-4pm). They are agreeable to parking outside of those hours, but will have to insist that cars be moved by the start of the next workday. They will try to preserve as much parking as they can.


E. Oakwood Blvd.

The Department of Water Management (DWM) will be working on a new sewer improvement project on Langley Avenue from East 40th Street to East Oakwood Blvd. and on East Oakwood Blvd. from South Langley to South Vincennes. This $850,000 project will benefit the area bounded by Pershing Rd to the north, East 40th St. to the south, South Cottage Grove Ave. to the east, and South Vincennes Ave. to the west.  This area will experience better drainage, which will reduce flooding in the area after heavy rains.

Approximately 1,400 feet of new sewer line will be installed ranging from 24 to 36 inches in diameter. Construction will commence in late August and is expected to be completed by late October.

E. 23rd St.
Benchmark Construction Company will be installing approximately 818 feet of 8-inch water main on E. 23rd St. from S. Wabash Ave. to S. Indiana Ave. Installation is scheduled to begin in mid-August and is expected to be completed by early October. Upon completion, the area will experience an increase in the availability of water for fire protection and domestic use. Every effort will be made to minimize inconveniences to area residents.

S. Forrestville

The Department of Water Management will soon be installing 677 feet of 8-inch water main in S. Forrestville Avenue, from E. 45th Street to E. 46th Street. The old main consist of a 6-inch pipe and we want to expand capacity. Further, the old pipe dates back to 1909 and needs to be replaced.DWM will begin installing the new water main shortly, and expect the job to be completed in early November 2014. This includes restoration.  

 

Cermak Road Green Line Station Construction
As construction for the Cermak Road Green Line Station continues,  1-16 E. Cermak will be under full closure during the following dates and times:
  • 8/2: 4am to 10am
  • 8/9: 6am to 3pm
  • 8/10: 1am to noon
Detour: EB Cermak to NB State to EB 18th to SB Michigan Ave. (reverse for WB traffic). Pedestrian and ADA access will remain throughout the construction project.

New Alley Construction

Mayor Rahm Emanuel, 3rd Ward Alderman Pat Dowell, and the Chicago Department of Transportation are pleased to inform you that the construction of a new alley will begin on Monday, August 11, 2014. The new alley will be bounded by: E. 44th Street, E. 44th Place, S. St. Lawrence Av., S. Vincennes Av. (north-south leg east of Vincennes Av.)

 

Due to construction the following changes will occur:

  • During construction, garbage collection will be curbside and we ask that the homeowner relocate cans to the front of the property.
  • There will be no access to the alley for approximately four weeks depending on the weather conditions.
  • Barricades will block all entrances to the alley.
  • Access to garages and parking lots from the alley will be unavailable.
  • Homeowners are advised to seek alternative parking.
  • Garage aprons will be replaced only as needed.

Statue at 51st/King Rehab Project

The Department of Cultural Affairs and Special Events (DCASE) will be proceeding with the rehabilitation of the George Washington statue at 51st and King Dr. The base is unstable and the statue needs to be cleaned. DCASE will absorb those expenses, which will cost about $100K.  Per the City's process, they will need to solicit for bids for the removal and the expenditure will have to be approved by budget. In total, the expected cost of the job is about $300K.  DCASE will work with the Chicago Department of Transportation (CDOT) to reinforce the fencing and barrier to better ensure public safety until they can find all the necessary resources for conservation. The statue will be returned upon the rehabilitation of the statue and replacement of the base.

Way to Well Health Bus Tour Coming to the Third Ward
Sponsored by Walgreens and the National Urban League, the Way to Well Health Tour bus is coming to the Third Ward. Each guest 18 years and older can receive over $100 in free health tests including glucose, total cholesterol, blood pressure, and a complete weight assessment. These tests can be used to make risk assessments that may indicate symptoms and potential risks for cancer, heart disease, and diabetes. The tests are administered by certified wellness staff and can be completed in about 20 minutes.

National Night Out
The introduction of National Night Out, "America's Night Out Against Crime", in 1984 began an effort to promote involvement in crime prevention activities, police-community partnerships, neighborhood camaraderie and send a message to criminals letting them know that neighborhoods are organized and fighting back. National Night Out program culminates annually, on the first Tuesday of August. Each police district sponsors their own National Night Out event that generally features food, fun, entertainment, and prizes. Great Chicago Fire Festival at National Night Out

Created to unite the neighborhoods of Chicago and show the world its strength, the Great Chicago Fire Festival (GCFF) will express the city's unique character by celebrating Chicago's epic resurgence following the fire of 1871. In addition, we will honor the spirit of Chicago by showcasing artwork created by people from 15 diverse neighborhoods all produced at free local celebrations leading up to the festival.

 

The GCFF is collaborating with the Chicago Police Department and their National Night Out Event in the 2nd District to celebrate with the residents of the Bronzeville community! There will be free music, food, haircuts, school supplies, games and more! GCFF will capture neighborhood stories that show the resilience, courage and strength of the community with The Mobile Photo Factory and Cyclone Grill. All are invited to celebrate!

Garfield Corridor Advisory Services Panel

On behalf of 3rd Ward Alderman Pat Dowell and 20th Ward Alderman Willie B. Cochran, Urban Land Institute (ULI) Chicago, in partnership with World Business Chicago, invites you to join them for a public meeting to discuss the ULI Panel recommendations from the Garfield Corridor Advisory Services Panel which took place in February 2014. 

 

The public presentation is an important opportunity for ULI experts to recap what they heard from stakeholders and community members who participated in the panel process, and to share panel recommendations with the public.  The Panel's Scope of Work, is available for your reference by clicking here.

85th Annual Bud Billiken Day Parade and Picnic 
On Saturday, August 9th, 2014, 10am, come out and celebrate one of the country's largest and most historical parades and help us get our students ready to go back to school. Now in its 85th year, the Bud Billiken Day Parade and Picnic was started by Chicago Defender founder Robert Sengstacke Abbott in 1929. The picnic in Washington Park will follow the parade.

Bronzeville Nights
Bronzeville Nights is a an opportunity for community and business to interact in a phenomenal way. The goal is for people to learn about the great businesses, amazing business owners and spend money by shopping local. It is an event series pairing local arts, culture and entertainment in some of the Bronzeville area's best businesses.

The kick off to the event series is August 13, August 27, September 10 and September 24. Join Quad Communities Development Corporation (QCDC) as they connect some of the hottest in arts, culture and entertainment in our local businesses. There will be an interactive mural design, lead by artist Paul Branton. Tasting menu provided by local area businesses. Stop by H-Dogs, Jokes and Notes and Blanc Gallery for an evening of fun.

2014 Bash on Wabash
2014 marks the Eleventh Year Anniversary for the "Bash On Wabash" with the goal of bringing neighbors and businesses alike, from near and far, to a festival that showcases the beauty, creativity, history and culture of the South Loop. Dinah Washington: What Difference A Day Makes
Ruth Lee Jones (aka Dinah Washington) moved to the south side of Chicago at the age of three. Like many other accomplished musicians, she attended DuSable High School. At the age of fifteen, her talent was noticed after she won a talent contest at the Regal Theater formerly located at 47th and Grand Boulevard (now King Dr.). She then began performing with many jazz greats like Lionel Hampton, Wynton Kelly, Cannonball Adderley, and Joe Zawinul among others. She also enjoyed a successful solo career that yielded a 1959 Grammy Award for "What A Difference A Day Makes" and was inducted into the Rock and Roll Hall of Fame in 1993.

African Festival of the Arts

Celebrating the African Festival of the Art's 25th year, the festival grounds in Chicago's Washington Park will come alive as a simulated African village over Labor Day weekend. Attendees will be transported across the Diaspora with interactive demonstrations, vibrant drumming, historical artifacts, colorful and rich fabrics, informative health and wellness workshops as well as fascinating entertainment. 

This years Festival line up includes Grammy-Award winning vocalist, songwriter, producer and Jazz musician Cassandra Wilson Johnson as well as  Salif Keita Malian music ambassador and afro-pop phenom. Ambassadors for Peace

Later this month, several concerned citizens and community leaders (Sister Afrika Porter, Spencer Leak Jr., Nicole Wheatly, Dorian Minor and many others) will convene for an "emergency peace summit" to tackle some of the issues relative to gun violence in the city of Chicago. 

 

This Peace Rally will have 25 to 30 social service organizations present, so that families can have access to resources that address the critical issues they are faced with (i.e. gun violence, parental socioeconomic status, child neglect and abandonment, homelessness, lack of economic development and lack of self- esteem).

How to Make A Hood Art Exhibit 
How to Make A Hood unfolds a wide canon of stereotypes that foster misconceptions as they relate to black bodies and their environments.

The artists represented in this exhibition produce work that in some fashion explore the multi-faceted characteristics of the word "hood"; a slang term for a black neighborhood, cultural theory references such objecthood, personhood and negrohood, and hood referencing the hoodie of Trayvon Martin that served as a signifier along with him being a objectified young black male in which an act of racial in justice occurred.

This approved course is taught by AARP for Accident Prevention. You must be at least 55 years old and a $20.00 fee is required for the two day training. Sewing For Leisure

Come and join us to learn the art of sewing. A limited number of sewing machines will be available, so participants with sewing machines are encourage to bring their own machines. Students will supply their own sewing machine materials for the class.

Rules Of The Road

2015 Roof and Porch Repair Program

The Roof and Porch Repair Program (RPRP) provides grants up to $30,000 to owner-occupants of 1 to 4-unit residential buildings (condominiums do not qualify under this program). The program is limited to the repair and/or replacement of roof or porches for low-and moderate-income households. Repairs will be commensurate to the level of damage determined by a Department of Planning and Development (DPD) rehab construction specialist upon inspection.

 

For applications selected to receive assistance, work will be performed between April 1 and October 31 of each year. The intake process for the 2015 roof and porch repair/replacement program will begin at 9 a.m. Thursday, September 4, 2014 and continue until capacity is reached. Call will not be taken on January 1st as in previous years. Interested applicants must call 311 to initiate the process. A Service Request Number (SR#) is issued by an operator at the time of the call. Registration will remain open until 1,000 calls have been reached. 

 

DPD will mail applications to households who completed the phone registration process. Homeowners must meet income and program requirements and assistance is limited to funding availability. Eligible properties must be located in Chicago, habitable, owner-occupied, and not at risk of foreclosure. All applicants must be income-eligible and can only receive a one-time service for roof or porch repair/replacement.    

Households earning 80% or less of the Area Median Income (AMI) are eligible to participate in the program. If the property is jointly owned, the total income of all owners shall be included and may not exceed this limit. The incomes of all adults, 18 and older, who reside in the property, are included to determine income eligibility.

 

Free Mulch  

The Bureau of Forestry of the Department of Streets & Sanitation offers free mulch. The mulch is available during working hours of 6:30 a.m. to 2:00 p.m. Monday thru Friday. These locations are Streets and Sanitation yards where chips are kept for pick up:

  • 4101 North Oak Park Avenue (Chicago Read Center)
  • Grand and Rockwell  (South of Grand Avenue, behind of the salt pile, along the south fence)
  • 52nd and Oakley (near the Salt Dome)
  • 2342 South Ashland Avenue (North West corner of property)
  • 900 East 103rd Street (North East corner of property)

Additionally Streets and Sanitation will deliver 100 yard loads of wood chips to community gardens or for other community projects.  100 yards would be a full semi-truck load.  Often groups with a large garden might request 3-4 truckloads.

The person making the request should provide:

 

1.       Name with contact phone number  

2.       Address for the delivery

3.       Amount of chips in 100 yard amounts

4.       Date requested for delivery

 

Streets and Sanitationn will make every effort to deliver on or before the requested delivery date so long as the request is made 3-5 days in advance.  However If they are in the middle of a storm cleanup they will put chip deliveries on hold until the cleanup is complete.

 

Roseland Community Hospital Mammography Center

The Mammography Center at Roseland Community Hospital is for all women, regardless of insurance coverage. Experience their new mammography system with state-of-the-art technology, a quick and efficient process, 40-50% less radiation, and 2-3 times the resolution of other digital mammography equipment. Appointments are available Monday through Fridays from 9am to 5pm and Saturdays from 9am to 3:30pm. Walk-ins are welcome Thursdays from 9am to 4:30pm.

POWER UP Boot Camp Youth Nutrition Program 
The Illinois Currency Exchange Charitable Foundation (ICECF) is a nonprofit that works to create and support educational opportunities for disadvantaged Illinois youth. This year they are expanding their operations to include the POWER UP! Boot Camp, which they are running in partnership with the Chicago Park District. Two of its three sessions take place nearby in Washington Park. 
 
The POWER UP! Boot Camp is a free program that will educate kids about fitness and nutrition through a series of fun workshops and physical activities. The first session of the Boot Camp is open to 10th-12th graders, who will be trained as Mentors to help out the 4th-6th graders participating in the next two Boot Camps. For three months after the program, Mentors will exchange emails with their kids to support them in reaching their personal fitness and nutritional goals. During this period, kids will also use pedometers to monitor their physical activity online as well as keep a journal.

Anyone Can Learn Coding for Free

Did you know that anyone between the ages of four and 24 can learn to code for free anytime and anywhere through Chicago City of Learning's Month of Code Challenge from now until August 8? Month of Code participants learn to design and develop video games, interactive stories, mobile apps and more while they earn digital badges and win prizes, including movie tickets, video games, gift cards, a Chromebook or an iPad Air. 

 

Young Chicagoans can explore the Month of Code alone at home or visit CCOL Youth Hubs located in four different areas of the city. There, they can gain access to computers, work with others who are taking part in Month of Code, or receive assistance from a mentor.

Solar Chicago: Solar Energy for Your Home 
The City of Chicago is pleased to announce Solar Chicago, a new community wide group solar discount program offered by the City of Chicago, the World Wildlife Fund, ELPC  and Vote Solar.

Chicago, cities throughout Suburban Cook County and neighboring towns are participating in this program to help homeowners of single-family homes and 2-flats pool their buying power to secure significant discounts that make installing solar more affordable than ever. The response to Solar Chicago has been terrific, exceeding prior registration goals of 750 and 1,000 participants. As a result a new goal of 1,500 homeowners has been set.

Online Voter Registration in Illinois 
Last year, legislation was passed in Springfield allowing Illinois residents to register for voting online. Under the legislation, anyone with a valid driver's license or state identification card can go online to sign up to vote online beginning July 1, 2014.  The legislation would also allow voters to request mail-in ballots online, though county clerks will not be required to offer the service. In addition to a state-issued ID, those wishing to register online will be required to enter the date the ID was issued as well as the last four digits of their social security number. CTA Improving Wireless Communications 
The Chicago Transit Authority (CTA)  is moving closer to significantly improving wireless communications in CTA subways and underground facilities by awarding a contract to upgrade wireless infrastructure that will increase the speed and reliability of all major wireless carriers.

By providing continuous, reliable mobile phone service underground in all CTA subway platforms, mezzanines and tunnels, the upgraded network will offer better and more robust voice and high-speed data services and improve safety by providing more reliable communication between CTA personnel and emergency responders.  It will replace existing infrastructure that dates back to 2005 -- before most smartphones, tablets and social networks were introduced - which is inadequate to support modern wireless data needs.

The CTA has funds to pay for the project but is aggressively seeking to partner with private-sector entities to pay for all or part of the $27 million project. The agency expects that project work will begin as early as November 2014. During the entire project period, estimated to be 12 months, the CTA will keep the current wireless network operational and will continue to receive revenue from the six major wireless providers that currently provide service in CTA subways.

Discounted Internet Service 
Families in our communities may qualify for up to six months of complimentary Internet service if they apply and are approved for Internet Essentials Internet service from Comcast for a discounted rate of $9.95 a month, from August 4th - September 20th.   

To qualify, households must meet all these criteria:

  • Have at least one child eligible to participate in the National School Lunch Program
  • Have not subscribed to Comcast Internet service within the last 90 days
  • Not have an overdue Comcast bill or unreturned equipment

911 Surcharge Ordinance Passed 
At the July 30th City Council Meeting, an ordinance was passed that will raise the monthly emergency service surcharge on phone lines to fully fund the 911 center and Office of Emergency Management and Communications (OEMC), while also allowing $50 million to be contributed for the first payment to municipal and laborer pension plans under the recent pension reform legislation without a property tax increase.

The ordinance increases the monthly wireless line and land line surcharge by $1.40 to $3.90 per line and the prepaid surcharge to 9 percent. The increase would be effective September 1 for wireless lines and landlines and effective October 1 for prepaid.

By adopting the increases this year, we will generate an estimated additional $10 million in 2014 and an additional $40 million in 2015.  This revenue will support OEMC and fund a vital emergency service for residents, while allowing the corporate fund to end its subsidy of the 911 center and instead make the additional $50 million payment required for the first year under the reform plan to the Municipal Employees and Laborers pension funds.

The phone surcharge is authorized by State law and was recently renewed by the General Assembly. The legislation caps Chicago's fee to the highest level in Illinois as of January 1, 2014, which is the same level as the fee in Putnam County.  The current highest fee in Illinois is $5, which was imposed by Kenilworth on June 1.

The annual cost for OEMC and the 911 Center is approximately $140 million, and last year the City collected approximately $90 million from the surcharge.

 

The 911 surcharge applies to landlines and wireless communications devices, as well as devices that use only a data plan but have the ability to dial 911. The increase in the surcharge would raise the average cellular customers' bill by approximately 1 percent.
