The Washington State Department of Health – Division of Environmental Public Health is searching for an innovative and collaborative environmental public health leader to fill the position of Director, Office of Drinking Water.
 
Reporting to the Assistant Secretary for the Division of Environmental Public Health, the Director of the Office of Drinking Water is responsible for the direct management and oversight of the state's drinking water program that regulates over 4,200 Group A and 13,000 Group B public water systems.  S/he oversees the work of a field operations team in three regional offices, and four sections in Tumwater covering multiple statewide programs and service areas.  This position is responsible for a staff of 105 which includes 4 direct reports.  The Director is accountable for ensuring accurate and adequate development and management of the office's entire operating and capital budget, requiring a high degree of performance, strategic and financial planning and financial management oversight. The operating budget is as follows:
  • Budget:  $12.1M, annual operating budget
  • Grants:  16 Federal Grants
  • Fees:  $2.8 Million in permit, certification waiver and surcharge fees.
  • Contracts:  76 interagency agreements and contracts.
  • $1.2 million for salary, benefits, goods & services, contracts and equipment carried out at the agency level and DIRM for IT services.
The Director provides leadership and strategically plans, organizes, and directs all activities of the Office to achieve results in carrying out the office's mission and retaining the department's primacy agreement with U.S. EPA.  S/he is responsible for defining and assessing the activities of the state public drinking water system program.  This position assures that drinking water rules and policies meet all state and federal requirements, and that the program is carried out consistently and in ways that minimize human illnesses and exposure to contaminants in the environment - from source to tap. These efforts are directed at a wide variety of stakeholders including other state, federal, and local agencies, tribes, legislators, relevant water-related interest groups and the public in order to take actions that reduce human exposure to harmful contaminants in drinking water.
 
The Director is also responsible to ensure a 24/7 immediate response to any real or potential drinking water emergency, and be positioned to address emerging issues that threaten the public safety or public perception of drinking water safety

The Director must be comfortable with and competent in working with complex, sensitive and publicly visible public health issues involving a wide variety of stakeholders and partners.  The ideal candidate will encourage and sustain strong strategic partnerships with state agencies, local health jurisdictions, communities, public partners, tribes, and the regulated community to maintain a responsive and effective approach to ensuring safe and reliable drinking water. The annual range of compensation is $87,528 to $112,056, depending upon qualifications.

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
