There is one (1) opening for a permanent full-time Health Services Consultant 3 (HSC 3) within the Division of Prevention and Community Health, Office of Healthy Communities, Surveillance and Evaluation Section, Washington State Cancer Registry. This recruitment may be used to fill other HSC 3 positions within the section.

Primary Duties
 
The Washington State Cancer Registry (WSCR) is part of the Surveillance and Evaluation (S&E) Section within the Office of Healthy Communities. The purpose of the S&E section is to support the agency mission by providing strategic information to guide policy and programs that serve the populations in Washington State.  S&E gathers, analyzes, interprets and reports on data that describe the health status, health care, behaviors and other pertinent issues related to health. The section also evaluates the effectiveness and impact of the programs operating within the Office of Healthy Communities.
 
This position reports to the registry manager and is primarily responsible for maintaining and enhancing quality assurance systems and educational strategies for the Washington State Cancer Registry. S/he coordinates the development, implementation and evaluation of WSCR's quality assurance plan (internal and external) to ensure that WSCR data meets the highest national standards. This position coordinates the development and delivery of education and training opportunities for cancer registrars, health care professionals, and WSCR staff. S/he collaborates with other WSCR Certified Tumor Registrars (CTRs) to ensure the state registry operates in ways consistent with national standards, guidelines and expectations. Upon request of the registry manager performs a variety of tasks such as: abstracting cancer case information, case consolidation (pending), and edits.
 
Duties include:
 
  • Coordinates planning and implementation of the annual 12 and 24 month data submission (Call for Data) to Centers for Disease Control (CDC) and North American Association of Central Cancer Registries (NAACCR).
 
  • Develops, implements, and monitors the effectiveness of the registry's quality assurance plan.
 
  • Coordinates training and education activities for Certified Tumor Registrars working at the Washington State Cancer Registry (WSCR), and reporting facilities.
 
  • Coordinates the planning, implementation and evaluation quality assurance systems.
 
  • Applies quality improvement methods/tools to improve efficiency, accuracy and overall data quality.
 
  • Attends state and national meetings, as required, to represent Washington State and/or WSCR.
 
  • Participates as an active member of the Surveillance and Evaluation Unit within the Office of Healthy Communities to receive program and department information in order to maintain a cohesive and coordinated program.
 
Required Qualifications
          NOTE: Experience may have been gained concurrently.
 
  • Certified Tumor Registrar (CTR) designation from the National Cancer Registrars Association in active status.
 
  • Two (2) or more years (full-time equivalency) experience working in a hospital OR central cancer registry.
 
  • Two (2) or more years (full-time equivalency) of abstracting experience.
 
  • Working knowledge of cancer disease processes, including tumor nomenclature, medical terminology, medical procedures, anatomy and physiology.
 
  • Demonstrated experience using cancer coding schema/formats provided by a national standards setter in one (1) or more of the following, such as the:
o   North American Association of Central Cancer Registries (NAACCR),
o   National Program of Cancer Registries (NPCR),
o   American Joint Commission on Cancer (AJCC),
o   Commission on Cancer (CoC),
o   Surveillance Evaluation and End Results (SEER)
 
Desired Qualifications
          NOTE: Experience may have been gained concurrently.
 
  • A Bachelor's degree or higher in Health Information Management or a healthcare-related field (e.g., biology), or equivalent.
 
  • Three (3) or more years (full-time equivalency) experience working in a hospital AND central cancer registry.
 
  • Three (3) or more years (full-time equivalency) of abstracting experience.
 
  • Demonstrated experience with case consolidation, and resolving edits.
 
  • Working knowledge of the Registry Plus suite products developed by the CDC.
