OAKLAND, Calif. -- California is making it mandatory for cars to be labeled with global warming scores, figures that take into account emissions from vehicle use and fuel production.
The law requiring the labels goes into effect at the start of next year for all 2009 model cars, though its expected the labels will be popping up on cars in the coming months.
The labeling law forces cars for sale to display a global warming score, on a scale of one to 10, which is based on how vehicles in the same model year compare to one another. The higher the score, the cleaner a car is. The score takes into account emissions related to production of fuel for each vehicle as well as the direct emissions from vehicles.
The score will be displayed next to the already-required smog score, which also rates cars one to 10 for how many smog-forming emissions they emit. For both scores, an average vehicle will have a score of five.
California is the first state of pass such as law, and a similar law will take effect in New York for 2010 model year vehicles. Global warming scores will be included on the state's DriveClean website.
While this law is intended to help consumers take into account emissions while purchasing cars, a proposed law in the European Union would require E.U. public sector bodies put a price on emissions.
A law endorsed by the European Parliament's Committee on Environment, Public Health and Food Safety would make governments put a monetary cost on the emissions of vehicles they plan to purchase, and add that to expense calculations. The law would exclude certain types of vehicles, such as ambulances and fire trucks.
And how much longer will it be before the state creates a "Carbon Use Tax" to be added to your annual registration renewal; much like the state adds a "weight tax" on pickup trucks and other "heavy" vehicles?
The hacks in Hacramento are setting you up for another money grab (which they will waste on other frivolous programs rather than doing anythng like balancing the budget).

I think all it takes for Joe Consumer to figure out is to look at the rising cost of fuel, then look at how efficient the vehicle they're thinking of buying really is. I bet most anyone purchasing a new vehicle today is taking that into account, and that isn't a bad thing. We don't need another number...
Never mind that our politicians, the media, and even Hollywood seem to be so caught up in trying to fix a non-existent problem. Our government can't even fix real problems. This global warming thing is out of hand. It will drive what people will be able to do all in the name of "save the planet". We can actually see cleaner skies in comparison to the 1970, if you are at least 50 years old or so. We are not hotter or colder than we were, and the ocean levels are not rising to catistrophic levels as some would have you believe. But let them have their way, and you'll not even be able to drive to work or b-b-q in your own back yard.

Global Warming is politically driven, not scientifically driven. There are enough fallacious arguments being employed to render climate change dead in the water. If you buy into the hypothesis of global warming, there is no cure for your kind of stupidity.

Wow, what idiots. Everybody is drinking the global warming kool aid. This is a theory based on non-science (or nonsense). First of all, nobody can measure the temperature of the earth. This is like trying to count grains of sand. Where do you measure? How many points do you measure? How often? How do you know what those points measured 100 years ago, or 1000, or 10,000? Impossible! You can't know this - so how can anyone know that the earth is warming or cooling or staying the same? I remember that the same people who cry global warming today were warning us in the 70s and 80 of a coming ice age.
Secondly, CO2 IS HARMLESS!!! Plants take in CO2 like we use oxygen. CO2 is good for plants (I thought that we were trying to encourage more plant growth). There is not enough CO2 in existence to do anything to the climate. Carbon MONOXIDE is the poisonous one, not carbon dioxide.
Thirdly, why don't you ever hear people complain about how dirty and horrible the environment is in the third world and Communist countries? Why is it only Western civilization that is at fault?
Lastly, someone is making money off of this (Al Gore, carbon credits, go green, etc.), and the state gets to create more rules, and employ more bureacrats. This is what it is all about. What a racket! There is only one conclusion that a sane person can come to about global warming: there is no shortage of gullible fools running around.

If you take the US Energy consumption and divide by the GDP you get the lowest number in the world for energy consumed to make a given product. The number is even lower if you consider low carbon emissions due to our nuclear and hydropower.
As a result, if the offsetting effect of our low emissions necessary to produce the car were counted against the fuel number, on a worldwide basis US cars would have a non-existant "globnal warming" number.
The "planet destroyers" would then be chinese produced vehicles.
Here we go you will see, soon they going to tell you , most pay more because of your sticker to re-new your plates. This has no purpose but to allow the state and local governments to cllect the revenue on the required sticker. Whether it's a $20 fee or $120 fee, the sticker serves no purpose, changes nothing, solves nothing. All they care about is the fee that the person would pay. We need to update our definition of what constitutes a religion. New-age religions like anthropogenic global warming are finding their way into laws that other, traditional religions are barred from. I think we should get rid of the idea that religions have to be supernatural. The environmental religion operates emotionally almost exactly like Christianity does, with people abasing themselves before various pointless rituals in order to achieve ritual purity. I really don't care if a given stupidity makes supernatural claims or not; forcing it on me is a reprehensible subversion of our most important founding principle: liberty. And of course, as always, the motivation is money.
So then buying a used car would be better for the environment because there is no environmental cost to produce it. It saves the raw materials and energy necessary to build a new one.
How about the 1971 6 cyl Ford F100 I drive which still gets 25 mpg on the highway? It has saved 12-15 other new cars from being produced and going to the "landfill" .
Maybe Kalifornia will make me a hero of the revolution for stopping all that global warming.
I imagine that all this will one day have to be challenged in court. If the gov't is going to impose a tax based on illeged global warming or "greenhouse gas" emission, they should need to prove all this in court beyond reasonable doubt. Of course, they cannot.

My concern with this nonsense is the diversion away from real issues while those who are "concerned" focus on a false premise. Efforts to "saving the planet" are in fact doing more to damage our environment. Two common examples, the Prius and CFL bulbs. A Prius is is three times more environmentally damaging to build than a Hummer and its operational life is 3 times less than a Hummer. What is so responsible about a Prius? To reduce emissions we introduce mercury filled CFL bulbs into our homes and publich buildings. The the risk of mercury is far bigger than CO2. Has anyone calculated what the total emissions are from the California fires compared to human activity? I'd love to see the numbers. There are many good reasons to not pollute and conserve. Focusing on those things is, was, and always will be a good thing. The risk of humans causing global warming is near ZERO. That's not true of other environmental risks. However, politicians see a revenue source and socialists see an opportunity to gain more societal control. So the hoax continues undeterred by real scientific evidence.
This strikes me as a good idea. It gives consumers more information about the future environmental impact of their purchase, and for many (though certainly not all) of them, it is something that they want to take into consideration when picking a car. Anything that allows a consumer to make a more educated and informed decision is good with me.
A better scoring system would be one that takes into acocunt the entire lifespan of a vehicle...from manufacture to disposal. Take a look at the Prius. Who would want to buy the vehicle used after, let's say, 5 years? You have to take into account the cost for replacing the batteries. We don't have a true accoutning for lifespan yet but it would be a much better measurement of impact than the current system.

If global warming is man made, then why is it that in the extreme northern latitudes, they are finding frozen tropical plants under the ice and snow melt when global populations practically non-existant? Why are they also finding wooley mammoths frozen solid with plant material in their mouths and stomachs? Why did US Parks Rangers patrolling the upper Missouri River that is down over 50 feet in some gorge sections find 200+ year old indian villages along the banks that have been under water since white men arrived? Why are remains of ancient settlements being found in areas of Lake Okeechobee that were underwater since white men arrived? If the north polar ice cap is supposedly going to be ice free this year, why are the coastal cities not underwater like we were told they would be if the ice caps melted? Why are the other planets in our solar system experiencing global warming if they are uninhabited? Why has the CO2 level continued to climb that last ten years, but the average temperature has fallen? There are 60% more trees in the state of Minnesota than there were when the settlers arrived and the trees are responsible for increased humidity levels causing more clouds; should they be cut down? If CO2 levels in cities like LA are higher, shouldn't there be a corresponding increase in temperature even if you factor out the buildings? Since the weather has gotten warmer in northern latitudes, doesn't that open up more farm land? I have a dozen or so more, but the bottom line is that yes, we should take care of the environment by recreating our infrastucture and transportation systems to use environmentally friendly energy sources. However, the over 95% of the population cannot afford the cost to convert as they are barely able to make ends meet in the current system. FOrcing him to do so will relegate man back to an 1890's existance and bring more problems than if we invested a fraction of the trillions now being talked about in energy taxes into making it so that man can adapt to the changes.
California has a great many real problems, such as immigration, a crumbling educational system, a crumbling medical infrastructure, outrageous fuel prices, fires, roads, etc...
As a Californian, I fear that if this state is ever wrestled away from the swollen bureaucracy, it will be beyond repair. Our focus should be on issues that actually matter. However, as usual, democrat leadership is only interested in creating new problems which require new agencies which require new taxes which increase regulation of individual's lives. California is the paradigm of the neo-socialism plaguing America's democrat party.
I think calling it a "Warming Score" is wrong. It wrongfully links global warming with high CO2 levels. We know that both global temperatures and CO2 levels are high, but because of the lack of data, there is no proof that one causes the other. Why not just call it what it is - a "Pollution Score".
Despite this small objection, I think there is nothing wrong with the requirement itself. The government should promote a cleaner environment regardless of whether a polluted environment causes climate change.
One for how it advances the financial fortunes of the people pushing this scam, and one for how much it contributes to the political power of those who want to use AWG to control every aspect of your life?
I suppose it will be as accurate as the 'EPA Mileage Estimates' sticker? It looks like Cali just opened itself up to a new way to take payoffs from the automobile manufacturers for a favorable 'score'.

Why are they not including the environmental impact of producing the car? Only the cost of producing the fuel (they hate Big Oil). If they included the cost of producing the car, EVERYONE would quickly see that buying a Toyota Hybrid Prius is overall more costly than buying a regular car, possibly even worse than a Hummer.
The dirty little secret is that they don't want you to know, only to believe whatever pap they wish to supply you.
People! Please take a little bit of time to look into everything associated with "green" and usually you'll find many unintended consequences! (Think CFLs and the Mercury poisoning you'll be bringing into your house and the environment!!!!)

While CA is in the midst of a massive drought, that will last up to 9 years at least....they do nothing. They should be building desalination plants/water treatment plants right now, so we can have some control over our water problems. Yet they do nothing.
And if they were really concerned about reducing cars on the road, where is the light rail, high speed rail, or monorail projects that would actually achieve this goal? No, instead we get stickers! Zero progress congress strikes yet again.
THIS is yet another example of EXACTLY why California is losing population, jobs and is bankrupt. Why the hell would law makers with all the serious problems California is facing take the time to mandate car makers put a stupid sticker that is suppose to rate how bad the car will effect 'global warming'. Human caused global warming is not even a fact. All scientists do NOT agree global warming is human caused and the earths core hasn't even changed at all since 1998.
This is just obviously yet another attempt to standardize global warming as a fact by the left so they can then begin the 'global warming' tax on EVERYTHING.

I think that California should do it. The voters in that state deserve every wacky thought that rolls out of every elected liberal bureaucrat's brain through whatever body orifice it exits. More laws? California is 47th in the union for taxes (which will get much worse over the next few years), and its schools are ranked 46th. This is the tip of the iceberg on what's wrong. We are 16 million in debt and instead of tackling their speding illness the government continues to pass nanny laws for every activity and people are fooled into thinking this is progress. It has become the elitest belief that the public cannot think and act for themselves. But the joke is that the ones who believe this, are part of the public they so deeply fear. The system has trained them well to be compliant and be ruled like subjects by people who seek partyline power on both sides. Where did critical thinking and self-reliance go...sad.

The sillier this whole "global warming" hysteria becomes, to more likely people are to finally see the lunacy of it all and ultimately reject the entire premise that man can somehow impact the climate. We are but a pimple on a flea's butt when compared to the power of the sun and its ability to determine the earth's climate. Of course let's not forget that George Bush is ultimately responsible for global warming, the earthqauakes in China, floods in the Midwest. Holy sh!t Batman. These stickers will be a good thing, but not for the reasons these misguided legislators think. In a couple of years from now when the idea of significant human influence on global climate change is finally shown to be ridiculous, these stickers will be all over the place to remind Californians just how foolish the people they elected to office are.
In short, the green train is running rapidly along an incomplete bridge over a deep canyon. So many people in science, politics, and business have their credibility riding that train, it will be important for us to have ways to remember who they all are, so we can be sure to ignore them in the future.
Parents would be well advised to at least be skeptical of this global warming nonsense. You don't want your credibility as a parent to be on that train as well. I recommend finding a good safe vehicle for your family and ignoring that sticker.
I used to post links to discussions of scientific papers and challenge Global Warming Alarmists to refute them, but I got tired of them never doing it, so I wont bother here.
And the truly pathetic part of all of this is... I wonder how much harm they did to the planet to: 1) Print the paper on which this ridiculous new law was written, 2) Have people read it on the internet, thereby using up more energy from "environmentally unfriendly" power plants (to say nothing of how many column inches will be used up in newspapers gleefully reporting this story), and 3) Make the stickers which will be going on the cars.
This whole is wrong on a number of levels, but since most of them have already been pointed out, I see no benefit in going over them and making you read it again. That would be like, well, putting a sticker on your car forcing you to once again be reminded of somebody's pseudo-science.
It takes 60,000 miles for a Prius to break even with a non-hybrid equivalent car because of the manufacturing emissions (mining materials for batteries etc).
It's ridiculous to ignore the manufacturing emissions and pollutants.
As an example, if I burn 200,000 gallons of diesel to build a car that gets 100MPG, it would get the best possible global warming score in California. What a bunch of morons.
Who defines what the parameters are to be? Who decides what / whose data to use to define the parameters? Who decides who are the 'deciders'?
Norway's technical university says a single farting moose annually puts out the equivalent 'green house gases' (so called) of a car driving 13,000 kilometers! Get rid of all the moose? Or just put a tag on 'em?
BTW, the biggest decider of actual climate change is water vapor. The biggest contributor is actually methane (37 times more than C02) - and that's mostly produced by cattle, sheep, moose, deer, etc. (UN study results).
And don't forget volcanos - one good volcanic eruption puts out more than everything else combined!

Until someone can definitively prove CO2 emissions actually cause a greenhouse effect which leads to Global Warming, labeling requirements are an intrusion based on bunk science. Man made CO2 emissions almost tripled from 1940-79 yet global temperatures during that time period declined to the point the media cried "the Next Ice Age" is nigh. In the last ten years global averages have remained flat while again industry and emissions have increased significantly. That's 50 years of the 105 years of reliable global temperature readings that CO2 emissions do not correspond with temperature rises. You can't chalk that up to an anomaly.
Global Warming scare, threatens common sense more than anything. Unlike real health hazards such as asbestos in buildings, mercury in our water supply and flat top mining ruining water tables, man made Global Warming has not been proven and is not a scientific consensus. According to Gallup 55 percent of scientist polled believed man made GW is not happening, 15 percent believed it was while the rest remained undecided. So why all the hype? It drives donations, grants, ratings and votes.
The Global Warming scare will go down as the scam of the century alongside other misguided movements such as the banning of DDT and Eugenics.

Why Not do Somthing Real?
Establish an annual license fee based on the weight of the vehicle. Heavier vehicles usually burn more fuel, produce more emissions and do more damage to the roads than lighter vehicles. Such a fee would encourage conservation while preserving ones free choice if they really need to drive an 8,000 bound vehicle, they'll just have to pay something toward the consequential damage they cause.
