, acting as the European Committee for Interoperable Systems, had complained to the European Commission in February that Microsoft was preventing access to Vista's programming interfaces and hindering the development of compatible products, thus repeating anti-competitive violations the commission had identified three years ago in a previous operating system. The ECIS followed the February complaint with another in December that contained more specific information, EU Commission spokesman Jonathan Todd said, though he declined to elaborate. Shares of Microsoft were down slightly in mid-day trading Monday to $30.48. The consumer version of Vista is scheduled for release on Tuesday, while the corporate version has been available since November.
