As mentioned in a recent announcement the Misleading and Discouraging Payment policy takes effect mid October. To ensure sellers have time to amend listings (and recurring listings) and/or update their listing templates and preferences the policy wont be proactively enforced until 1 November 2007.
Below you'll find some answers to frequently asked questions regarding this policy. I hope this helps.

Seems there is a bit of confusion surrounding eChecks and whether they must be accepted.
Firstly let me explain what an eCheck is and in what instances a seller may receive one. An eCheck is when a buyer’s payment is cleared (the electronic funds transfer is completed) before it is put into the seller’s account. This may occur when a buyer funds their purchase through PayPal using their bank account and they don't have a credit card or alternate funding source attached to their PayPal account. Whilst this does take a little longer (a transaction can be held for up to 4 business days) it also removes a lot of risk.
In accordance with PayPal Australia’s User Agreement, eChecks must be accepted by all sellers offering PayPal as a payment option.

A number of you have expressed concern over having to accept payment from an international buyer in the form of a money order or cheque if you offer these payment options. As stated in the Misleading and Discouraging Payment policy, you must accept these payment methods from ALL buyers if you choose to offer them in your listing.
You can request that any money orders or cheques be in Australian currency only, as long as you clearly specify this within your listing.

Many sellers have been discussing whether or not, under the new Misleading and Discouraging Payment policy, they can request buyers who pay with PayPal to also pay for registered post (or other traceable postage methods).
In order to protect yourself as a seller from disputes under the PayPal Buyer Protection program it is acceptable to ask a buyer to use registered post or another traceable postage method for transactions that total $50 or more.

There has been some talk about whether this policy actually applies to all payment methods or only PayPal? This policy applies to all approved payment options available on eBay. You cannot for example, offer credit card as a payment option in your listing then only accept it for transactions of $10 or more.
If you want to make a payment option available to say, international buyers only, you’ll need to make your item available for sale to international buyers only. If you want to offer bank deposit to Australian buyers only, you’ll need to make the item available to be sold to Australian buyers only.
