JUST THIS PAST WEEK, A TAXI DRIVER WAS GIVEN A CITATION AT DALLAS LOVE FIELD for waiting temporarily on crosswalk for cabs to move up in the line on the lower level.

ALSO, Yellow Cab sent out this message on Saturday morning around  12:43 am; "DRIVERS DRIVING IN DALLAS WITHOUT A DALLAS PERMIT AND GET PULLED OVER BY POLICE - THEY ARE TOWING AUTOMATICALLY - NO EXCEPTIONS - BE CAREFUL.

This message is assanine.  Why in the world would a licensed and insured, inspected, meter tested, identifiable,criminal background tested,and regulated official taxi driver be subject to this harrassment even if his permit does not say Dallas?  TNC drivers pick up passengers everywhere and especially at Dallas Love Field.  TNC drivers are not licensed by the CityofDallas, they do not carry commercial insurance. They are not identifiable and they certainly have not had a criminal background check done.  TNC drivers are not following procedures at Dallas Love Field Ariport. They stand in the temporary loading zone instead of wait for a call to pick up.  They go directly to the arrivals  and  pick up passengers although they are required to go to lower level to the designated TNC area. They solicit passengers coming out of the arrivals terminal that are confused as to where the cab stand is located,  They constantly drive slow in the passing lane.  They are mostly inexperienced drivers that need to go get a refresher in basic traffic laws. What is wrong with this picture? It is almost as if I died and woke up on another universe.  THIS IS TOTALLY BEYOND JUSTIFIED AND NEEDS ADDRESSED.

Unfair competition has left many drivers working around the clock to 

try and make enough to pay the high cost of driving a taxi.
More taxi drivers are allowed to work at Love Field and the queue is full.

Taxi drivers pay $2.50 (owner/operators) to $2.88 (lease from fleet owner) to load at Dallas Love Field from the
Lower level Departure Exit. Late at night when the taxi queue
closes, we are forced to go to the taxi line by the terminal.
The number of cabs extend beyond the cutoff line of where taxis
are allowed to stand. Police come in behind us with lights on
and honking horn and forcing us to pass under the toll exit.
We get charged the toll and we have not even loaded.

We are being driven out of the line, while the TNC drivers are
freely loading at the top at arrivals and also soliciting
passenger as they come out the arrivals. We know this is
happening because passengers keep telling us that before that
cannot find the taxi stand due to lack of signs in the airport indicating where the cab stand is located. Every night traffic at Dallas Love Field becomes unmanageable and mostly all of the cars are pouring into passenger arrivals on the upper level.  If TNC's had a sticker that identified them, the police would be better able to handlle the huge influx of traffic. Because taxi cabs can be identified, the drivers are constantly under the scrutiny of law enforcement and on a regular basis are given citations for any number of offenses from having paint chip on a vehicle, parking, etc.. Taxi drivers are unfairly targeted because we can be identified.

However, there are two big blue signs inside right as you come down the stairs from the gates indicating where TNC's are located.  Taxi stand needs to have equal billing.  This needs to be remedied by putting clearly marked signs for the taxi stand.

When passengers come arrivals they SHOULD NOT have to deal with driver solicitation from private cars. The TNCs have a designated area
in from of the taxi line in the lower level.

MAKE TNC'S LOAD IN THEIR DESIGNATED AREA INSTEAD OF PARKING IN ALL OF THE OVERFLOW PARKING FOR RENTAL CARS, IN FRONT OF THE MEMORIAL AND ALSO LINED UP WHERE TERMINAL 1 USED TO BE.

Taxi drivers already have a disadvantage because our rates are
regulated by the city and the TNC's undercut our rates by half
or even more. Taxi drivers pay $10 a day for commercial insurance to
transport passengers.

Laws were to go into affect regarding TNC's on May 1st. It is time to enforce the new laws and have Uber come into compliance with insurance requirements, permits, and background checks and not just a motor vehicle transportation report.

1. All TNC drivers should have to register with Dallas Love Field Airport.

2. The airport should mandate that each and every driver whom profits from loading at Dallas Love Field Airport have a toll tag so that they pay the $2.50 loading fee.  

3. It should be also required that any driver whom profits from transportation of passengers in/out of Love Field airport must have permanent license plates, not paper tags.

4.  It should be required that any driver whom profits from transportation of passengers pass a criminal background check and not just a motor vehicle transportation vehicle report.  

5. Any driver who loads at Dallas Love Field airport should be able to show proof of financial responsibility that includes coverage of passengers, not just the driver personal insurance.

6.  TNC drivers need a sticker that identifies them as a TNC driver.

7. TNC's were given even more time to become compliant. They have been operating here since at least the beginning of 2012.  Just recently, TNC's were given another two months so that all of the drivers could register with Dallas Love Field, get a toll tag, etc.. They do not have to pay the toll to load at Love Field.  Taxi drivers should not pay the $2.50 toll either during this 2 month waiting period.  Taxi drivers should be reinbursed for the tolls already charged since the beginning of the two month time frame given to the TNC's.

8. CLEARLY MARK LOCATION OF TAXI STAND INSIDE THE UPPER LEVEL BAGGAGE CLAIM AND ALSO LOCATED WHEN PASSENGERS COME DOWNSTAIRS INSIDE FROM GATE.

9. STOP CHARGING TAXI DRIVERS $2.50 TOLL CHARGE UNTIL TNC COMPANIES START GETTING CHARGED AND REINBURSE CHARGES ALREADY ASSESSED TO TAXI DRIVERS WHILE TNC'S ARE LOADING FREELY.

10.STRICTLY ENFORCE PASSENGER LOADING FOR TNC'S BY ISSUING CITATIONS TO TNC DRIVERS FOR MAKING ILLEGAL PICKUPS, NOT IN DESIGNATED TNC PICKUP AREA.

11. STOP THE SHUTTLE COMPANIES FROM SOLICITING PASSENGERS WHEN THEY COME OUT TO LOADING AREA.

STOP FORCING OUT TAXI DRIVERS AT NIGHT AFTER QUEUE CLOSES AND STOP ALLOWING TNC SOLICITATION AT DALLAS LOVE FIELD ARRIVALS. LOVE FIELD AIRPORT IS NOT CREATING A LEVEL PLAYING FIELD FOR TAXI DRIVERS.
